The American Recovery and Reinvestment Act of 2009 (ARRA) presents an historic infusion of funding specifically targeting the urgent national need for job creations and the promotion of the President’s goals and priorities. The Act itself is meant to infuse funding to long-neglected priorities, which include:

  • Extension of national broadband services
  • Healthcare
  • Extension of the national transportation infrastructure

ARRA Goals

  • Save or create jobs
  • Increase infrastructure funding for roads, bridges, and mass transit systems.
  • Computerize America's health records.
  • Revive the renewable energy industry and double domestic renewable energy capacity.
  • Increase college affordability.
  • Provide tax credit for working households, and cut taxes for families.
  • Require unprecedented levels of transparency, oversight, and accountability.

ARRA stimulus funding will distribute 787 billion dollars over a two-year period. The funding is distributed in two formats, which include formula and discretionary funding.

  • Formula-based funding will be handed out based on a predetermined matrix. The majority of the Department of Education Funding is formula-based.
  • Discretionary-based funding will be disturbed on competitive bases usually in the form of grants. Unlike formula grants, discretionary grants award funds on the basis of a competitive process. The government funding distribution department reviews applications through a formal review process.
