The Telecommunication Act of 1996 provided for the expansion of the Federal Universal Service Fund to help fund telecommunications products and services for K-12 schools and libraries. The funding cap is 2.25 billion dollars annually.
The funding for the E-Rate program is the discount that schools and libraries will receive for the acquisition of telecommunication services and network equipment. Eligible schools and libraries can receive discounts of 20-90 percent on telecommunication services, internet access, and internal connections necessary for deploying technology into the classroom.
